The number of people living in what they consider to be "insecure" housing situations has doubled. The number of rental bonds lodged (a crude proxy for rental supply) has stayed roughly constant (pre-quake it was increasing reasonably), but demand for rental accommodation will have jumped substantially with temporary demand from those getting repairs and incoming construction workers. The "60% drop" noted in the Ministry survey was the number of homes available to rent in that price range.
