We regularly don't get notice, often but not always due to tight times. Not just from the city, but from the chartered, cost-plus utilities that have rights in local utility corridors. The issue is that if those services were provided with accountability to the end user, i.e. you were an actual customer (with the caveat that change costs aren't huge), you'd see missed notices become much more rare, with notifications available via many avenues.<br /><br />Companies that we partner with (those that our software interacts with) provide regular and timely notices on all maintenance, downtime to their services very efficiently. I see the same thing happening for other services I subscribe to. <br /><br />That suggests though, that the companies that do this well already have an affinity for technology and varied communication avenues. But earthquakes mean lots and lots of short-notice emergency work.
