- Transport is in the ETS. Therefore, bus networks do not need decarbonisation strategies. Councils can just assess the all-up costs of different options - with a measure for the cost of particulate matter pollution in places that are less windy than Wellington. I don't know why NZTA has funded research to models weighing up 'different bus decarbonisation strategies'.
